Language requirements for Swedish citizenship

Why is Swedish required?

Knowledge of Swedish is seen as fundamental to participating in society. From 2026, the language requirement is more clearly defined in the citizenship rules. You should be able to understand and make yourself understood in Swedish in everyday situations.

The citizenship test

UHR administers the citizenship test, which assesses both Swedish and civics. The test is one way to meet both requirements at the same time. Registration is through UHR, and study materials are available to help you prepare.

Alternatives to the test

You can instead prove your knowledge with passing grades from SFI course C or D, Swedish or Swedish as a second language from compulsory or upper secondary school, or a passing Tisus result. Which grades are accepted can change – check current lists with Migrationsverket.

Required level

The requirement is basic knowledge – not fluent academic Swedish. The assessment is based on whether you can handle everyday communication, understand simple texts, and manage situations such as work, healthcare, and contact with authorities.

Exceptions

Certain people may be exempt from the language requirement, for example due to advanced age or a permanent disability that makes it impossible to meet the requirement. Exemptions are assessed individually and should be supported with a medical certificate or similar.

Common mistakes

Submitting expired SFI certificates, mixing up language and civics requirements, or assuming English is enough. Always attach copies of certificates and check that the grades meet current rules.

How to prepare

If you do not already have passing grades, plan for the citizenship test or SFI well in advance of your application. The language requirement cannot be resolved at the last minute without extending the whole process.
